  1. Future Arctic Marine and Coastal Research Priority Sheets
    Arctic in Rapid Transition

The Arctic in Rapid Transition (ART) executive committee announces
availability of priority sheets addressing future Arctic marine and
coastal research from the perspective of international early- and
mid-career scientists.

The seven ART priority sheets comprise perspectives on arctic
biodiversity, arctic oceanography, physical processes in sea ice, arctic
land-ocean interactions, paleoceanographic time series from the Arctic,
proxy calibration and verification, and law in the Arctic.

The ART priority sheets are the product of the second international
science workshop entitled "Integrating spatial and temporal scales in
the changing Arctic System: towards future research priorities" (ISTAS)
organized in October 2014 by the Arctic in Rapid ART network, the
Association of Polar Early Career Scientists (APECS) and APECS France,
and the European Institute for Marine Studies (IUEM). During this
workshop, future arctic research priorities were discussed with regard
to the natural variability of arctic marine and coastal systems over
various spatial and temporal scales.

The priority sheets are one of the ART network's contributions to the
third International Conference on Arctic Research Planning (ICARP III)
conference in Toyama, Japan in April 2015. The sheets aim to foster an
improved understanding of the changing arctic system in future arctic
research.

The sheets will be distributed as printouts during the Arctic Science
Summit Week (ASSW) and ICARP III meetings in Toyama, Japan in particular
during the ART session on April 30, the APECS workshop on April 26, the
poster session on April 29-30, and in the exhibition area.

  1. Arctic Council Initiatives to Sustain Arctic Cooperation Report
Dartmouth College and the Institute for Arctic Policy

Dartmouth College and the Institute for Arctic Policy announce
availability of a report entitled "Arctic Council Initiatives to Sustain
Arctic Cooperation" authored by James Collins, Michael Sfraga, Ross
Virginia, and Kenneth Yalowitz. The report, which recommends priorities
for the Arctic Council, resulted from meetings at the Carnegie Endowment
for International Peace in Washington, D.C. in 2014 and 2015 under the
auspices of the Institute for Arctic Policy (IAP) co-chaired by
Dartmouth and the University of Alaska Fairbanks.

Recommendations in the report address the necessity for keeping the
Arctic a region of cooperation and not conflict on issues of governance,
environmental protection, sustainable development, and military
cooperation, especially during this time of complex geopolitical
tensions between Russia and the West.

Experts who met at the Carnegie Endowment agreed that the Arctic Council
and the U.N. Convention on the Law of the Sea (UNCLOS) continue to be
the primary mechanisms to ensure cooperation, engagement, and
transparency in the Arctic.

The U.S. assumes chairmanship of the Arctic Council on 24 April 2015,
and it has set priorities in the following areas: Arctic Ocean safety,
security and stewardship; economic and living conditions; and the
impacts of climate change.

The report supports these goals and the need to address climate change
challenges resulting from loss of sea ice, sea level rise, and thawing
permafrost. Equally important are limiting black carbon pollution and
improving air quality, continuing research and programs to ensure
ecosystem health as energy development increases, and improving the
safety of arctic navigation.

Forum or the Dartmouth Institute of Arctic Studies websites, please go
