He received his Ph.D. in Mechanics and Hydraulics from the University of Iowa. He joined the faculty of Clarkson University in 1976. He was a Visiting Research Hydraulic Engineer at the U.S. Amy CRREL in 1983, a Visiting Professor at Lulea University, Sweden, in 1990. In 1998 he visited Iwate University as a Japan Ministry of Education Special Visiting Professor, and served as a Visiting Professor at the Hokkaido River Disaster Prevention Research Center. Dr. Shen has collaborated with many international ice researchers. He has introduced the analytical framework for river ice processes. He also developed the transport capacity theory for frazil ice jams and the theory on ice jam dynamics. His research group has developed comprehensive computer models for river ice processes. These models have been applied to rivers worldwide.
Dr. Shen joined the IAHR Ice Committee in 1988, and organized the 14th IAHR Ice Symposium in Potsdam, in 1998. He was the Chair of the Section of Ice Research and Engineering from 2000 to 2004. Dr. Shen served as the Editor of the Journal of Cold Regions Engineering of American Society of Civil Engineers (ASCE) from 1997 to 2002. Dr. Shen is a recipient of the Harold R. Peyton Cold Regions Engineering Award and the CAN-AM Civil Engineering Amity Award of ASCE in 2000, the Larry Gerard Medal of CGU-Hydrology Section in 2001, the Hunter Rouse Hydraulic Engineering Award of ASCE in 2007, and the IAHR Ice Research and Engineering Award in 2008.
