Areas of particular expertise include policy development, strategic planning and program development and implementation related to environment and natural resource stewardship, environmental impact assessment including cumulative effects assessment; land use planning in the NWT and Nunavut; environmental monitoring; conservation planning; water management; environmental assessment and regulatory processes in the NWT; and facilitating Aboriginal engagement in programs and projects. Livingstone recently secured UNESCO international biosphere reserve designation for Great Bear Lake and its watershed within the Délı̨nę District of the NWT. He is a director of the Giant Mine Oversight Board, chairs the Government of the NWT-Wilfrid Laurier University Science Committee, is a director of the Changing Cold Regions Network, a director of the Canadian Biosphere Reserves Association and advises various resource management agencies in the NWT and Nunavut.

He worked in several departments during his 33-year career with the Government of Canada, holding different responsibilities but always focused on environmental and resource development issues in the circumpolar north. Since retiring from government in 2009, Livingstone has engaged in a wide range of local, national and international projects with a variety of clients through his company, Holarctic Environmental Consulting Ltd.
